We have taken a High Quality (U.S. made) 14'' WHITE Latex Balloon with an Barack Obama imprint, and pre-attached it to a one way valve (more patents pending). Inside the valve are 3 High Powered RED L.E.D's that have multi modes: Slow Blink, Fast Blink, or Constant On. Attached to the valve is a 6' white ribbon. Packed in resealable bags of 10 pieces. Please Note: The valve on the LUMI-LOON is designed to be inflated using a either Helium Tank or Compressed Air Supply. The patent pending valve creates a very tight seal to stop air from leaking but by doing so prevents the balloon from being inflated by mouth. It can be inflated using a standard bicycle/car inflator
